Former barren county becomes beacon of green economy

Seven decades ago, international environmental experts touring the wind-scoured plains of Youyu county in North China's Shanxi province arrived at a bleak conclusion: the area was entirely uninhabitable, and the total resettlement of its population was the only viable option. Whipped by brutal Siberian winds, blinding sandstorms routinely choked the air, burying entire villages under shifting desert dunes.

Today, that same desolate wasteland has been transformed into a lush, green oasis. This historic environmental reversal was globally spotlighted when, in 2024, Youyu county clinched the prestigious New Sustainable Cities and Human Settlements Award at the United Nations Headquarters in New York, recognized as a premier global blueprint for desertification control.

Youyu's transformation is a multigenerational epic of political discipline and human endurance. The story begins in 1949, with Zhang Ronghuai, Youyu's first Party secretary. He understood a simple truth: "If Youyu wants prosperity, we must stop the wind and sand. And to stop the wind and sand, we must plant more trees."

He initiated a series of patriotic tree-planting campaigns, rallying the people to action. The first sapling, a Chinese cottonwood (or Simon's poplar), was planted just outside the old county town gate, a defiant flag planted in the face of the encroaching desert.

However, the bitter winters and scorching summers, made tree planting a constant battle. In the 1960s, the fourth and fifth county Party secretaries focused their efforts on Huangshawa sand depression, a particularly challenging area.

Their initial attempts resulted in heartbreak, with over 90,000 saplings failing to survive because the non-native poplars planted drank too much water and died. But they learned from their mistakes, adapting their planting methods and persevering. By 1964, they had successfully planted more than 13,333 hectares, effectively stabilizing the shifting dunes.

Each subsequent leader built upon the work of their predecessors, innovating and adapting to the challenges.

In the 1970s, hardier tree species like pitch pine, larch and Mongolian scots pine were introduced as part of the Three North Shelterbelt Program, expanding the afforestation area to over 73,833 hectares.

According to current Youyu Party secretary, Ma Zhanwen, 21 consecutive local leaders have maintained the exact same ecological priority, leading communities "one shovel and two hands at a time". To date, afforestation efforts have blanketed more than 113,000 hectares of Youyu with 130 million trees. The county's forest coverage rate has dramatically soared from a microscopic 0.3 percent in 1949 to an astonishing 57 percent, making it the first territory in Shanxi province to successfully reforest all its barren mountains.

Wang Zhanfeng, a 75-year-old villager, has planted 200 hectares of trees over the last 44 years. "My hands feel like tree bark," he said, gazing up at the towering trees he helped cultivate. "I've dedicated my life to this. I can't let all this effort go to waste. I have to keep planting, one tree after another, year after year."

The legacy continues with younger generations. Li Jie, a 31-year-old teacher at the Youyu Cadre Academy, has spent nearly a decade sharing the story of Youyu to thousands of visitors. "Shovels are heirlooms in every household in Youyu," she said. "They are a testament to the memory and legacy of generations of Youyu people."

She recounted when on her 10th birthday, her grandmother showed her the first small pine tree she had planted, introducing her to the legacy of Youyu's fight against the desert. That is what strengthened her decision to dedicate herself to this land and carrying forward the Youyu spirit.

The transformation of Youyu has created new opportunities. The county is now using its lush environment, rich culture and cool climate to become a cultural tourism and health destination. Local businesses are developing innovative sea buckthorn products, boosting livestock farming and transforming ecological advantages into economic benefits.

"The development achievements of Youyu stem from the simple aspiration of allowing the people to survive and live a good life," said Liang Pengwei, assistant researcher at the Shanxi Provincial Academy of Social Sciences, who is also an editor of a book on the story of Youyu.
