Should using phone while crossing the road be banned?

I have seen people crossing streets looking down at their phone, texting, talking or whatever. They might get hit and lose their lives. The ban will be a wake-up call for them. I think it's a great idea for any city including Honolulu. The only problem is enforcing this law; it's more difficult spotting someone not staring into a phone.
