China Semiconductor Industry Association said on Thursday that it will firmly support both domestic and foreign semiconductor enterprises to safeguard their legitimate rights, including raising anti-dumping investigations in response to unfair competition from imported US products.

The association said that the domestic mature-process chip sector has raised concerns with the Ministry of Commerce about unfair competition posed by imported US products, and calls for anti-dumping and countervailing duty investigations have been gaining momentum within the industry.

For some time, the Biden administration has provided massive subsidies to its domestic chip industry, granting US companies an unfair competitive advantage in the market. These companies have been exporting chips to China at low prices, severely harming the legitimate rights and interests of the domestic industry, it said.

The CHIPS and Science Act have aggressively supported the expansion of semiconductor manufacturing capacity within the US, which has sparked widespread concern within the global semiconductor industry, including in China, and has heightened instability in the global semiconductor market, it added.

The association said: "The robust development of the semiconductor industry relies on a fair and competitive market environment. We firmly support both domestic and foreign semiconductor enterprises operating in China and encourage them to safeguard their legitimate rights and interests in accordance with WTO rules."

"At the same time, we urge enterprises to employ effective strategies such as continuous technological innovation, strengthening industrial chain collaboration, and actively engaging in international cooperation to collectively advance the semiconductor industry toward a new phase of high-quality development," it said.

The association said that it is confident that the Chinese government will uphold the principles of fairness and justice while addressing the industry's applications for anti-dumping and countervailing duty investigations.
