Qingdao is turning port calls into city revenue by tapping into the growing cruise economy. The city aims to become a top-tier international cruise destination and extend economic benefits from ship to shore.

A newly released plan, the Qingdao Cruise Industry Development Plan (2025-35), outlines this vision. Jointly issued by key municipal departments, the plan targets the establishment of a modern cruise economy integrating culture, tourism, commerce, and industry. The goal is to build a cruise industry center leading the Bohai Rim region, influencing Northeast Asia, and serving as a core node for cruise cooperation within the Belt and Road Initiative.

The strategy is built on Qingdao's geographical and industrial strengths, guided by principles of integrated development and market orientation. It sets clear, phased objectives:

By 2028: The city aims to host over 50 cruise ship calls annually, handling more than 200,000 passenger movements. It also plans to cultivate one to two local cruise operators and name a cruise ship with Qingdao-themed elements.

By 2035: The ambitions increase significantly, targeting over 200 ship calls and more than 1 million passengers annually. Qingdao seeks to attract international cruise line headquarters and foster strong local cruise companies for year-round, high-quality operations.

To achieve these goals, the plan outlines five key tasks, including upgrading port facilities, expanding cruise routes, enhancing market promotion, and fostering a robust industrial ecosystem. This comprehensive effort is designed to create a modern cruise industry system that synergizes port, city, and industrial development.
