Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC) has officially introduced the 3551 Talent Recommendation Policy, aiming to establish an "enterprise-led, government-guided" system for efficient talent discovery and empowerment. 

The policy is designed to attract and cultivate high-end talent who can drive industrial upgrades, support technological innovation, and enhance public services.

The new policy identifies three categories of candidates: leading talents, high-level talents (including innovative and senior management talents), and industry-specific talents. Selected individuals will receive dual support in funding and services.

In terms of financial support, leading talents will receive 2 million yuan ($287,128), while high-level talents will receive 1 million yuan. Industry talents in education, healthcare, culture, tourism, and sports may receive financial support from relevant departments, subject to policy requirements.

Service support includes comprehensive offerings such as housing security and medical check-ups for recommended talents, ensuring they can work and live comfortably in OVC.

The 3551 Talent Recommendation Policy addresses diverse recruitment needs through a multi-channel approach, including "green channels, fast tracks, and specialized pathways". Yang Wei, HR manager at Xiaomi, noted that the new policy allows employers to efficiently recruit practical talents capable of solving critical technical challenges.

OVC was among the first regions in the country to implement talent policies. Since 2009, the 3551 Optics Valley Talent Policy has attracted nearly 5,000 talents across various levels. Moving forward, the policy will continue to drive reforms in talent development systems, providing robust support for building the "World Optics Valley".
