German meteorologist: We need a map of governance

German meteorologist Bjorn Stevens pointed out during the Shanghai Forum 2026 that human activities have expanded to a global scale, yet the corresponding governance has not kept pace. He believes having a map in terms of governance of how human beings manage the planet is essential. He has been serving as the director of the Max Planck Institute for Meteorology since 2008.
