Local authorities have released public safety travel alerts, urging residents to "stay indoors unless absolutely necessary".
As of 10:10 am, the observatory maintained its red rainstorm warning.
Forecasters cautioned that persistent heavy rainfall would lash Qinzhou through Tuesday, paired with severe convective weather including brief thunderstorms and gale-force winds.
