China's top court unveiled a new judicial interpretation on Wednesday to address public concerns about traffic accident cases, aiming to help judges resolve these disputes more efficiently and enhance the protection of personal and property safety.

Currently, China boasts 469 million registered motor vehicles and 559 million licensed drivers, alongside approximately 580 million bicycles and electric bikes. "This has made travel more convenient and efficient, significantly expanding people's living space and improving their quality of life," said Chen Yifang, chief judge of the Supreme People's Court's First Civil Division, referencing official data.

However, she noted that among the cases heard by courts nationwide in recent years, those arising from road traffic accidents have consistently been among the most common types of civil lawsuits.

Chen emphasized that the new legal interpretation prioritizes people and ensures victims have effective means to seek justice. "Traffic accidents do more than cause injuries and property damage — they can result in disabilities or fatalities, sometimes plunging victims and their families into hardship," she explained.

She added, "If protections are inadequate, these issues tend to escalate, and disputes become more complex. That's why courts handling such cases focus primarily on ensuring victims receive full and timely compensation under the law."

To bolster public safety and raise awareness, the 12-article judicial interpretation, which will take effect on June 30, further standardizes legal liabilities related to the leasing and lending of motor vehicles. It also addresses incidents where a passenger opens a door and injures someone or when accidents occur while riding with a friend.

Additionally, it clarifies the scope of compensation and calculation methods in specific circumstances and streamlines litigation procedures for these cases.
