Xinjiang to leverage energy resources to meet national goals

Xinjiang Uygur autonomous region will leverage its rich energy resources to support national energy security while boosting new energy and green power during the 15th Five-Year Plan period (2026-30), regional leaders said.

At a news conference in Urumqi on Saturday, Erkin Tuniyaz, chairman of the region, noted that in building a national strategic energy and resource base, Xinjiang will tap into the potential of oil, gas, minerals, coal, and new energy, and foster industrial clusters of scale.

The region will also use its green electricity to accelerate industrial upgrading, develop emerging sectors like computing power, and promote the integration of AI with various industries, he added.

Zhang Yingchun, the region's executive vice-chairwoman, said Xinjiang has been rapidly enhancing comprehensive energy production capacity, with balanced emphasis on traditional and new sources.

Official data shows that in 2025, Xinjiang's primary energy production reached 510 million metric tons of standard coal, accounting for about 10 percent of the national total. During the 14th Five-Year Plan period (2021-25), the region contributed nearly a quarter of the national increase.

Xinjiang's total installed new energy capacity has surpassed 170 million kilowatts, while one-third of Xinjiang's outbound electricity to 22 provincial-level regions is green power.

In the next five years, Zhang said, Xinjiang will expand industrial clusters — such as oil and gas production and processing and clean coal utilization, accelerate the construction of a new energy-based power system, promote local green electricity consumption, and speed up the building of outbound power transmission channels.

Notably, she said more emphasis will be put on advanced equipment manufacturing — such as power transmission and transformation and energy storage equipment — and green hydrogen.

Wen Hua, secretary of the leading Party members group of the Xinjiang regional development and reform commission, said the region will advance the institutional and mechanism reform of the oil and gas industries and accelerate the construction of mega new energy bases in deserts and barren lands.

He added that Xinjiang will also maintain the stable operation of the electricity spot market and develop green electricity and renewable energy credit markets.
