Courts expand mediation for disability-related dispute resolution

Nearly 70 percent of disputes involving persons with disabilities were resolved through pre-litigation mediation under judicial guidance by the end of March, thanks to coordinated efforts by courts and disabled persons' federations.

According to the latest data, 737 mediation organizations and 2,586 mediators from the national disability federation system have been operating on a mediation platform established by the Supreme People's Court.

This initiative follows an agreement reached in February 2024 between the SPC, China's top court, and the China Disabled Persons' Federation, aimed at improving judicial services and enhancing accessibility for people with disabilities.

By the end of March, 940 of 1,559 disputes had been successfully resolved through mediation. The approach has helped settle a large number of cases before they enter litigation, reducing judicial costs for persons with disabilities and improving court efficiency.

The SPC and the China Disabled Persons' Federation highlighted these achievements on Sunday, also the National Disability Day, releasing details of five representative cases to illustrate their cooperation.

The cases cover areas closely related to the lives of persons with disabilities in modern employment contexts, including traffic accidents, labor compensation, livestreaming tips, consumer rights and personal injury.

The SPC noted that some courts have established effective communication channels through sign language interpretation and voice-to-text technology, enabling persons with disabilities to clearly present their claims.

For example, the Beijing Dongcheng District People's Court has introduced barrier-free facilities and professional support from the disability federation, providing more efficient services for hearing-impaired litigants. In one case, a person with hearing impairments received traffic accident compensation within seven days, demonstrating strengthened judicial protection for persons with disabilities.

In addition, some courts have strengthened cooperation with local departments responsible for employment, transport, consumer affairs and tourism to help prevent disputes involving persons with disabilities.

In one case, the Shapingba District People's Court in Chongqing handled an incident in which a person with a disability was injured during a tourism-related dispute. The court identified deficiencies in accessibility facilities and management at the scenic spot and issued a judicial recommendation to the management committee. With support from the disability federation, the area has upgraded its accessibility services, significantly improving convenience and the quality of tourism experiences for persons with disabilities.
