Bi Baowen, former vice-governor of Heilongjiang province and former head of the provincial public security department, has been expelled from the Communist Party of China for serious violations of Party discipline and law, China's top anti-graft authorities said on Thursday.

According to a statement issued by the Central Commission for Discipline Inspection and the National Commission of Supervision, Bi ignored the central Party leadership's eight-point decision on improving conduct by accepting banquets that could have affected the impartial performance of his duties.

He was also found to have accepted money and valuables in return for helping others in personnel selection and appointment, used his power to seek benefits for others, and allowed or tolerated relatives using his authority or influence for personal gain. He also improperly accepted cash gifts and illegally issued motor vehicle license plates, the statement said.

The authorities said Bi abused law enforcement power for personal gain and used his positions to seek benefits for others in case handling, project contracting and other matters, illegally accepting a huge amount of money and valuables.

Bi's illicit gains will be confiscated, and the entitlements he had enjoyed will be canceled in accordance with regulations. His suspected crimes and related illicit gains have been transferred to procuratorial authorities for review and prosecution.

Bi, 66, a native of Shandong province, began working in 1980 and joined the Party in 1985.

He spent most of his career in the public security system in Shandong, working at the provincial public security department from 1980 to 1995. He later served as deputy head and then head of the Rizhao public security bureau, head of the Binzhou public security bureau, and deputy head of the Shandong Provincial Public Security Department.

In 2015, he became executive deputy head of the provincial public security department. He was appointed head of the Heilongjiang Provincial Public Security Department in 2016 and concurrently served as vice-governor from 2017 until his retirement in August 2020.

Bi was placed under investigation in November 2025.
