International Policing Forum focuses on the rise of cybercrimes
The 14th International Policing Forum was successfully held at the People's Public Security University of China (PPSUC).
Centered on the theme of "Cybercrime Governance Capacity Building and Talent Training", the event brought together delegates from more than 20 countries and regions, including representatives of international organizations, law enforcement bodies, police academies, and academic institutions.
Senior officials from national public security authorities attended the opening ceremony and addressed the gathering. They noted that cyber threats are a global issue that no country can tackle alone. The international community should adhere to multilateral governance, advance a just and rational global cyber order, and strengthen cross-border law enforcement cooperation. It is also vital to deepen collaboration between police authorities and universities, nurture professional talent pools, and translate research findings into practical operational capabilities.
Forum participants agreed that emerging technologies such as artificial intelligence present both opportunities and new security risks, posing common challenges globally. All parties should further strengthen strategic mutual trust, align governance concepts and legal practices, and jointly advance the implementation of the UN Convention against Cybercrime.
As one of the key highlights of the event, the International Cybersecurity and Governance Report (2025) was released.
Against the backdrop that cybercrimes are increasingly cross-regional, chain-based, intelligent, covert, and industrialized — which poses tougher and more complicated risks and challenges for public security governance in countries — PPSUC has long committed itself to integrating teaching, drills and real operations to cultivate cybersecurity talents with a global vision.
The university promotes technology-enabled research on telecom fraud, cyberattacks, data security and AI risks, and expands international exchanges through platforms like the International Policing Forum to help build a fair, secure, and orderly global cyberspace governance system.
