Former Zhejiang vice-governor prosecuted for bribery
Gao Xingfu, the former vice-chairman of the Standing Committee of the Zhejiang Provincial People's Congress and ex-vice-governor of Zhejiang, has been prosecuted for suspected bribery, as announced by the Supreme People's Procuratorate on Thursday.
Prosecutors allege that Gao leveraged his previous roles, including senior positions at Zhejiang Construction Investment Group and Zhejiang Communications Investment Group, to seek benefits for others while illegally accepting substantial sums of money and valuables.
The National Commission of Supervision conducted the investigation, subsequently transferring the case to procuratorial authorities for further review and prosecution. The Supreme People's Procuratorate authorized Gao's arrest on bribery charges, assigning the Yichun People's Procuratorate in Jiangxi province to handle the case. Recently, the Yichun procuratorate filed a public prosecution against Gao with the Yichun Intermediate People's Court. During the review and prosecution phase, prosecutors informed Gao of his litigation rights, questioned him, and considered the opinions of his defense counsel.
Gao, 62, a Zhejiang native, began his career in 1988 and joined the Communist Party of China in 1986. He spent nearly three decades in the construction engineering sector, rising to significant positions, including chairman of Zhejiang Construction Investment Group in 2013 and vice-governor of Zhejiang in 2016. He was appointed vice-chairman of the Standing Committee of the Zhejiang Provincial People's Congress in 2023.
Placed under investigation in August 2025, Gao was expelled from the Party and dismissed from public office in February 2026. Anti-corruption authorities previously accused him of political opportunism, associating with political fraudsters, resisting organizational investigation, and engaging in superstitious activities. Additionally, they alleged he improperly interfered in market economic activities, indulged in pleasure-seeking, pursued vulgar interests, and used public power for personal gain. Gao was also accused of facilitating benefits for others in areas such as career promotions, employee recruitment, construction contracting, project land use, company listings, and business operations.
