Pan Liang, a former ministerial-level official at the State-owned Assets Supervision and Administration Commission, has been expelled from the Communist Party of China for severe violations of Party discipline and national laws, the country's top anti-corruption watchdogs announced Monday.

The decision, disclosed online, followed an investigation by the CPC Central Commission for Discipline Inspection and the National Commission of Supervision.

Investigators found that Pan engaged in superstitious practices, obstructed inspections, and violated regulations by accepting banquet invitations, playing golf, participating in entertainment activities and receiving gifts.

The commissions also said he sought benefits for others in job adjustments, illegally held shares in non-listed companies, and abused his power to benefit family members. He was heavily involved in transactions exchanging money for favors or sexual services.

In addition, investigators said he interfered in market activities and, after retirement, used his former positions to accept large sums of money in exchange for providing benefits to others in matters including business operations, project contracting and equity acquisition.

The commissions said Pan was expelled from the Party because he seriously violated Party discipline and national laws. His suspected criminal case has been transferred to prosecutors for further review, and related assets have been handed over.

Public records show Pan, 69, a native of Jiangsu province, began his career in April 1975. He worked at the Ministry of Aerospace Industry and the General Office of the State Council. In 2018, he served as a ministerial-level official at the State-owned Assets Supervision and Administration Commission. At the end of 2025, he was placed under disciplinary and supervisory investigation.
