According to the guidelines, which took effect on May 2, the number of partners at Ernst & Young, KPMG, Deloitte Touche Tohmatsu and PricewaterhouseCoopers that have gained their qualification as a certified public accountant from overseas cannot be more than 40 percent and the figure can't exceed 20 percent by the end of 2017, according to the official micro blog of The Wall Street Journal's Chinese version.
