In his budget for 2011/2012, Financial Secretary John Tsang announced four measures to boost research and development in Hong Kong, including up to HK$2 million a year for each of the city's 12 Partner Key Laboratories. The intention was to support operations and enhance research capabilities. At the same time there was to be a comprehensive review of the Innovation and Technology Fund.
