圍繞對華實施“人民幣匯率報復(fù)案”的表決問題，美國議員觀點不一。北京時間今天凌晨，兩位美國參議員在美國國會共同提出“2006美國貿(mào)易加強法案”，旨在向中國等所謂“匯率失衡”國采取貿(mào)易懲罰措施。就在兩位參議員的新聞發(fā)布會后一小時，美國參議員舒默和格雷厄姆表示，他們將推遲向進口自中國的商品征收27.5%的關(guān)稅的立法投票，至少要到9月29日再對此立法進行投票。

legislation to force the Bush administration to get tough on China over its
currency while another pair of lawmakers sidelined
a bill with a similar goal.
Less than two hours after the two senators launched their bill, Sens. Charles
Schumer and Lindsey Graham said they would delay until September 29 at the
latest a vote on separate legislation to impose stiff tariffs on China for
failing to address the yuan issue.
報道中的sideline頗富神韻，恰到好處地表達了參議員舒默和格雷厄姆的立場觀點，即他們并不積極支持馬上就這一“報復(fù)”性法案進行投票。
Sideline本是一個體育術(shù)語，指球場的“邊線”或沿著邊線的“界外區(qū)域”。如：The coach stood on the sidelines
shouting to his
players.（教練站在界外向他的運動員們吆喝。）很明顯，“界外”的人不能參與其中，由此，sideline常和介詞on連用--on the
sidelines，表示“旁觀”，sideliner則指“局外人；旁觀者”。
Sideline做動詞時，常指“運動員因傷而不能參加比賽”，如：She was sidelined with an ankle
injury.（她因腳踝受傷而不能參加比賽。）由此，它也可延伸為“不參與”、“對某事持觀望態(tài)度”或“不積極支持”。
另外，sideline還常表示"副業(yè)"，如：I'm a teacher really; my writing is just a
sideline.（我其實是個教師, 寫作只是我的兼職。）
