――中國駐澳大利亞大使陳育明在堪培拉大學國家安全學院的演講
For Peaceful Development and Win-Win Progress
--Speech by Mr Chen Yuming Ambassador of the People's Republic of China to Australia At the National Security Institute of the University of Canberr
尊敬的堪培拉大學副校長斯蒂芬·帕克教授， 國家安全學院院長彼得·萊希教授， 各位老師，同學們，朋友們：
Vice-Chancellor Stephen Parker, Professor Peter Leahy, Faculty Members and Students, Dear Friends,
非常高興應邀參加堪培拉大學國家安全學院的“國家安全系列講座”。首先，我要感謝堪培拉大學國家安全學院的熱情邀請和精心安排。在座的多是青年人，與你們愉快且坦誠的交流仿佛使我回到自己的青年時代。
It is a great pleasure for me to come to the National Security Institute of the University of Canberra and speak at the National Security Lecture Series. Let me first thank the NSI for the kind invitation and thoughtful arrangements. I'm very happy to see so many young people in the audience. To talk to you face-to-face brings me back to my younger days.
今天，我想重點談一下中國的戰(zhàn)略取向、發(fā)展戰(zhàn)略以及中國與澳大利亞的關系，然后回答大家關心的問題。
I will focus my speech today on China's strategic orientation and development strategies and its relations with Australia. Then I will be available to take up your questions of interest.
經(jīng)過三十多年的改革開放，中國經(jīng)濟保持了持續(xù)快速發(fā)展，綜合國力有了長足提升。國際社會更加關心未來中國的戰(zhàn)略取向，許多專家、學者對中國的戰(zhàn)略意圖進行了各種各樣的分析和猜測，關心中國如何運用其不斷增長的力量，關心中國會不會對其他國家構成威脅。
Thanks to over?30 years of reform and opening up, China has achieved sustained and rapid economic development and considerably improved its overall national strength. As China continues to grow, more people in the world are interested to know what's China's strategic orientation. Many experts and scholars have made an array of analyses and speculations on this subject, wondering how China will apply its growing strength and whether China will pose a threat to other countries.
其實，中國的戰(zhàn)略意圖十分簡單，就四個字：和平發(fā)展。這是在今后很長時間里，我們幾代、十幾代甚至幾十代人要做的事情。美國有個舉世皆知的“美國夢”，而近代飽受戰(zhàn)亂之苦的中國人民也有個“中國夢”，就是要通過和平的方式，通過自身的不斷改革創(chuàng)新和艱苦奮斗，使占世界人口五分之一強的中國人能過上比較好的日子，人人安居樂業(yè)，與世界各國友好合作，和諧相處，共享繁榮富裕。除此之外，別無他圖。
As a matter of fact, China's strategic intention is very simple. Just two words: peaceful development. This is a long-term mission we will pursue for several or even dozens of generations to come. Everyone knows about the "American dream". Actually, the Chinese, who were subjected to repeated wars in modern time, also have a "Chinese dream". It is a dream to enable one fifth of the world population to live and work in happiness, live in harmony with other nations and share common prosperity with them through friendly cooperation. We want nothing but this. And we will strive to fulfill our dream in peaceful means and through hard work, reform and innovation.
作為一個有五千年文明史的東方古國，中國沒有擴張和稱霸的傳統(tǒng)。中國文化以“仁”、“和”為核心，倡導講信修睦，以禮待人，抱有“四海之內(nèi)皆兄弟”的情懷，主張“己所不欲，勿施于人”。通過連接中西方的絲綢之路，中國送到外國的是精美的紡織品、茶葉和瓷器。鄭和率領龐大船隊七下西洋，到達東南亞、非洲甚至澳洲的很多地方，從事的是文化交流和商品貿(mào)易，沒有占別人一寸土地。
As an ancient Eastern civilization of 5,000 years, China has no tradition of seeking outward expansion or hegemony. Central to the Chinese culture is benevolence, peace and harmony. We keep good faith, build amicable ties and treat others with respect. We believe that "within the four seas all men are brothers" and "we should not do unto others what we don't want others to do unto us". China used the ancient Silk Road to transport exquisite silk, porcelain and tea to faraway countries. Zheng He, the famous Chinese navigator of the Ming Dynasty, and his fleet sailed to many places in Southeast Asia, Africa and even Australia on their seven voyages to the Western Seas. Yet, they didn't take a single foreign land, and only engaged in cultural exchanges and commodity trade.
當今中國始終不渝走和平發(fā)展道路。中國的發(fā)展源于自身經(jīng)濟社會進步，而不是對外武力擴張。中國努力爭取和平的國際環(huán)境以發(fā)展自己，又以自身發(fā)展促進世界和平。
China is firmly committed to the path of peaceful development. And its development is achieved by promoting economic and social progress at home rather than seeking military expansion overseas. China strives for a peaceful international environment to develop itself and, in turn, contributes to world peace through its development.
