Abstract:
According to survey results, the proportion of rural migrants obtaining intra-provincial employment has accounted for more than 70% on a national level. In addition, the proportion is close to 60% with an increasing trend year by year in the central and western regions. Meanwhile, most of rural migrants are willing to live permanently in intra-provincial urban areas, indicating that transferring rural migrants into nearby intra-provincial citizens already has a solid foundation. During 13th Five-Year Plan period and beyond, it is essential to give priority to intra-provincial employment and citizenization and register eligible rural workers as permanent urban residents in an early manner. Efforts should be made to lead inter-provincial rural migrants to return home and make business startups, encourage migrant workers to seek employment in intra-provincial areas close to their hometowns and conduct registration of migrant workers as permanent urban citizens in their respective communities, so that the majority of rural migrants across the country can achieve employment and citizenization in their respective provinces. According to relevant policies, it is necessary to heighten the connectivity of the provincial urban system, boost the endogenous impetus of urbanization development in central and western regions, improve cost-sharing mechanism of citizenization relating to rural migrants, implement the household registration reform and promote full and equal coverage of basic public services for a sound development of registration of migrant workers as permanent urban citizens.
