Abstract: The experience of typical capital cities’ development in the world shows that if capital cities intend to achieve sound development, they need to shape a reasonable spatial pattern and function layout, and promote the transformation and upgrading of industrial and employment structures so as to build an efficient, convenient and comprehensive transport system with an advanced level. To fulfill these goals, it is necessary to rely on a scientific, appropriate and professional city management system, targeted policy means as well as a development plan featuring cross-area synergy, a government-led coordination, legislative guarantee and dynamic adjustment. In the future, Beijing should let the capital circle plan lead regional development and function layout adjustment, build an internationally competitive industrial system consistent with the strategic position of the capital, promote the building of a comprehensive transport network, enhance the cities’ capability and level for management, and dissolve those functions beyond the capital core functions through effective and targeted policy tools.
