Abstract: As a systemic, strategic, complex and long-term project, high-quality industrial development is bolstered by the high-quality-based strategies, procedures and outcome. The logic is that the high-quality strategies set the goal and orientation for high-quality procedures, high-quality procedures lay the roadmap for the implementation of the strategies while the high-quality outcome is the final result of both the strategies and procedures. In the context of profound changes in both domestic and international landscapes and the increasingly intensified international competition, China’s industries need to adopt the following strategies and guiding principles. 1. We need to maximize favorable factors and minimize unfavorable ones by way of both offensive and defensive measures; 2. We need to seek progress while maintaining stability and make breakthroughs in key fields; 3. We need to strive to achieve the interaction between virtual and real economies and the integration of soft and hard powers; 4. We need to enhance the reciprocity between up- and downstream industries and the optimization of both space and time; 5. We need to stay committed to seeking mutual benefits and win-win results and take domestic and international conditions into overall consideration. In addition, we need to take into account various factors in choosing the roadmap for development including quality improvement, efficiency reform, the growth of new industries, innovation-oriented driving forces, models’ upgrading, the optimization of spatial layout, sustainable development and the support of key factors.
