China’s Skilled Personnel Cultivation: Problems and Policy Options (No.171, 2020)

Abstract: The skilled personnel system in China with ever-expanding scale, continuous optimization and improving quality has been gradually established. When compared to the requirements for the high-quality development goal, however, there still remains a gap that is yet to be narrowed. The main problems are as follows. First, the scale of skilled personnel is not big enough, the proportion of personnel with high-end skills is yet to grow, and the regional and industrial distribution of skilled talents remains unbalanced. Second, mechanisms concerning the cultivation, management of and service for skilled personnel are yet to be sorted out Third, vocational schools in secondary education is confronted with declining quality of student pool and other dilemmas. As a key period for the quality improvement and scale expansion of China’s skilled personnel, the Fourteenth-Five-Year-Plan Period is critical. To this end, the following policy options are proposed: First, efforts need to be made in skill investigation and supervision in line with the demand of enterprises and industries. Second, the working mechanisms for skill training, personnel management and relevant services need to be enhanced so as to improve resource planning and utilization efficiency. Third, a regional talent league needs to be explored and established with the aim of realizing the sharing of skilled talents and complementary strengths among regions. Fourth, the implementation of a lifelong vocational skill training system needs to be accelerated, and correspondingly, efforts are needed in professional qualification licensing and certification items reforming. Fifth, the vocational skill training system in rural areas need to be innovated so as to cement the talent foundation for the revitalization of rural areas.
