Learning from Taiwan's modern service industry transformation, Pingtan will develop its industries of modern logistics and commercial circulation, financing, cultural innovation, as well as convention and exhibition industry. It aims to promote an optimized modern service industry cluster with a sound industrial structure, serving both sides of the Taiwan Straits.

1. Modern logistics industry

Pingtan strives to develop bonded logistics, bonded processing and entrepot trade, and to support the development of low-temperature fresh preservation logistics and third party logistics. It will also upgrade the support facilities at the port area to increase its overall service ability.

2. Commercial circulation industry

Pingtan takes action to attract Taiwan enterprises and multinational corporations to set up their operational headquarters.. It gives priority to the development of the entrepot trade, e-commerce and business service. It also sets up an exclusive area for Taiwan–flavoured agricultural products, electronic information products, as well as a logistics processing value-added area. The?zone plans to build a transit base for business and trade between both sides of the Straits.

3. Financial industry

Pingtan supports financial institutions from Taiwan to set up operational agencies or takes stakes in the county's financial institutions, including banks, insurance companies and security institutions. It also encourages the set-up of SME credit guarantee institutions and regional re-guarantee institutions with joint ventures from the two sides of the Straits. The?zone also promotes the offshore financial business and handles the NT dollar and RMB exchange business for better cross-Straits financial exchange.

4. Cultural creative industry

Pingtan plans to construct a cross-Straits cultural industry park, a cross-Straits cooperation base for the cultural and creative industry of the two sides. It makes full use of cultural resources to develop its modern industries, such as modern media, animation and games, design and creative industries. The?zone also plans to improve the cultural and creative industry chain and enhance the added value of its cultural products.

5. Convention and exhibition industry

Pingtan will host exhibitions with its regional features, and organize more meetings, performances and festivals of various forms to involve exhibition companies from Taiwan.
