Sinopec issues white paper on cutting poverty

China's oil giant, China Petrochemical Corporation, has made it possible for hundreds of students to return to school in Bangor, Nagqu prefecture of southwest China's Tibet autonomous region through its Sinopec Fund since 2002.

It has invested more than 72 million yuan ($10.6 million) in local disadvantaged and needy schools in the past 14 years, including the construction of the Bangor County Sinopec Primary School, which is the tallest school in China, at an elevation of more than 4,700 meters.

Five hundred children from poor families have completed their studies with the help of its poverty alleviation foundation, according to the White Paper on Precise Poverty Alleviation (2002-16) by Sinopec Corp released on Oct 14 in Beijing.

This is the first white paper on poverty alleviation issued by a central government managed enterprise in China.

"Education is one of the most important factors in poverty alleviation," said Wang Yupu, chairman of the board of directors of Sinopec Corp.

"Investing in education is not merely bringing students back to school, but also giving them the capacity to fight poverty themselves with the knowledge and skills."

The oil giant has also invested in another 60 schools nationwide, while financially aiding some 12,107 students to go back to school in the past few decades.

Many of them, with the help of Sinopec's poverty relief fund, were admitted to renowned universities and able to pursue their academic dreams, instead of ending up engaged in reaping rice and other farm work.

In addition to education, Sinopec has also invested some 8 million yuan to introduce the red kiwi fruit to local farmers in Fenghuang county of Hunan province and in Anhui province, thus enabling them to earn higher incomes. Through this project alone, local villagers have witnessed a tremendous rise in average income, said the white paper.

"We didn't have confidence at first, so instead of the fruits, we were depending on rice and corn for a living, " said Huang Qianyou, a farmer from Fenghuang county.

However, with the introduction of the red kiwi fruit, Huang has made an extra 120,000 yuan in 2015 and was able to build a two-floor house for his family in his hometown.

Chinese President Xi Jinping visited Fenghuang county in 2013, saying that better technology and bigger markets are needed to improve agriculture in the village.

He also advised villagers to keep an eye on the market and look ahead.

Today, southern Hunan is already the largest base for kiwi production in China.

In addition to education and agriculture, the oil giant has also invested some 6 million yuan in Bangor county for local medical and academic training, helping thousands of local farmers equip themselves with new skills to find a better paid job.

It has also built 594 kilometers of roads in poverty stricken areas in China.

According to the white paper, from 1988 to 2015, Sinopec has undertaken poverty alleviation and development tasks for 11 counties in 7 provinces, including Qinghai, Jiangxi, Anhui, Hunan, and Gansu provinces and northwest China's Xinjiang Uygur autonomous region.

The oil giant has invested some 1.16 billion yuan in its poverty relief foundation since 1988.
