Guiyang, capital of Southwest China's Guizhou province, issued 13 measures to promote the high speed growth of software and information technology (IT) service on April 20.
According to the measures, Guiyang will provide at least 50 million yuan ($7.07 million) to software and IT service related investment funds every year.
The fund management organizations will receive a one-time reward, which is 1 percent of the organization's actual investment amount in newly introduced big data projects up to 300,000 yuan.
For unlisted companies that obtain the investment of institutional investors for the first time, Guiyang will offer a reward, which is 5 percent of the actual financing funds secured up to 1 million yuan.
Key national, provincial, and municipal big data brands or awards selected on relevant pilot demonstration lists will receive one-time financial support of 1 million yuan, 300,000 yuan or 200,000 yuan.
Companies with registered capital of over 50 million yuan, at least 30 R&D staff members, and at least 100 million yuan of annual business income in the software and IT service industry that set their national or regional headquarters in Guiyang for the first time will receive one-time financial support of 1.5 million yuan or 1 million yuan.
Companies with annual business income in software and IT service exceeding 5 million yuan, 20 million yuan, 50 million yuan or 100 million yuan for the first time will receive one-time financial support of 100,000 yuan, 200,000 yuan, 300,000 yuan or 500,000 yuan.
Companies will receive one-time financial support of 100,000 yuan, 200,000 yuan or 300,000 yuan for the first valid certificates of capability maturity model integration (CMMI) level three to five and data management capability maturity model (DCMM) level two to four. For the first valid certificate of data security maturity model (DSMM) level two or above, one-time financial support of 300,000 yuan will be offered.
Big data public service platforms providing services to 1,000, 500 or 100 companies in one year will receive annual financial support of 1 million yuan, 500,000 yuan or 100,000 yuan for up to three years.
Companies with digital transformation and upgrading projects that are evaluated as national, provincial or municipal demonstration projects will receive financial support of 1 million yuan, 300,000 yuan or 200,000 per project.
Companies providing transformation and upgrading solutions with national, provincial or municipal rewards will receive financial support of 100,000 yuan, 30,000 yuan or 20,000 yuan.
Teams or companies winning rewards at the China International Big Data Industry Expo and registering companies in Guiyang with successful scientific and technological achievement transformation will receive one-time financial support of 300,000 yuan.
Companies making and implementing national standards on software and IT service involving big data will receive one-time financial support of 500,000 yuan. For companies making and implementing industrial or regional standards, one-time financial support of 200,000 yuan or 100,000 yuan will be offered.
Industrial parks selected as a provincial digital service export base or a municipal software service outsourcing demonstration park will receive financial support of 300,000 yuan or 200,000 yuan in that year.
Companies selected as provincial or municipal software service outsourcing demonstration company will receive financial support of 300,000 yuan or 200,000 yuan in that year.
Companies with an offshore or onshore software service outsourcing contract execution amount of over $200,000 will receive a subsidy of 0.02 yuan per dollar up to 700,000 yuan per year.
