At least two cities or counties among 11 prefecture-level cities will instate transparency measures on subsistence allowance systems at the end of?the year 2012. All the cities and counties of Hebei Province will adopt the system in the next year.
Linxi County has adopted mechanisms to investigate, check, hear, publicize and review rural subsistence allowances transparently. The county has become a model for democracy. In the near future, civil administration departments of all counties should set up a specialized institution to review the incomes of subsistence allowance recipients. An information platform should be established by departments or institutions to collect data on housing property, human society, industry and commerce, taxation and housing accumulation funds. In order to achieve democracy and transparency of subsistence allowances, a joint department-review system or a democratic appraisal system should be set up. |
