Zhou Qiang, chief justice and president of the Supreme People's Court (SPC) of China gave a opening speech at the Forum on the Rule of Law in Cyberspace: Smart Court opened at the 3rd World Internet Conference in Wuzhen, East China's Zhejiang province on Nov 17.

In the speech, he described the informatization construction as an in-depth self-reform for SPC, adding that SPC has gained great results in judicial judgments and courts management by applying informatization achievements.

In talking about how to strengthen judicial exchanges and cooperation in informatization, promote the in-depth integration of information technology and court works, and to speed up construction of smart court, Zhou proposed four advices ranging from building cooperation consensus, optimizing cooperation mechanism, improving informatization level, to promoting a community of common future in cyberspace that shared and governed by all.
