Lots of patients are refused admission in hospitals due to shortage of beds in big hospitals. If doctors are allowed to work at multiple hospitals, this problem can be solved. Moreover, some hospitals excel at curing some illness but some may do a better job at other disease, so this is good for the exchange of medical skills and for making full use of the medical resource in different hospitals.
