I think that China should really implement a system where not only "top gun" foreigners gain access to green cards. Some people have dedicated years of their life, as futsanglung says rightfully, to working and raising families here. Some, if married to a Chinese national, might be able to get a spouse visa after retirement but this doesn't grant them the right to permanent residence. Others will face a worse situation having to leave.
