十八屆三中全會(huì)雙語辭典

中國共產(chǎn)黨十八屆三中全會(huì)12日在北京閉幕，會(huì)議審議并通過了《中共中央關(guān)于全面深化改革若干重大問題的決定》，首次在中央文件中提出，推進(jìn)國家治理體系和治理能力現(xiàn)代化。

Part of the reform leading group's duties, apart from economic reform, is to plan and carry out reform on modernizing China's "governance system" and "governance capability".

改革領(lǐng)導(dǎo)小組除了經(jīng)濟(jì)改革方面的職責(zé)以外，還將推進(jìn)國家治理體系和治理能力現(xiàn)代化方面的改革。

國家治理體系（governance system）和治理能力（governance capability）這一概念首次在中央文件中出現(xiàn)，其核心內(nèi)涵是黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國的有機(jī)統(tǒng)一（the organic unity of adherence to leadership by the Party, ensuring that the people are masters of the country and governing the country according to law），具體包括強(qiáng)化執(zhí)政黨領(lǐng)導(dǎo)地位（to consolidate the leadership position of the CPC），進(jìn)一步建設(shè)人民民主(people’s democracy)和以法治為基礎(chǔ)建立規(guī)范的國家治理體系(to build a standardized governance system based on the rule of law)等目標(biāo)，其中依法執(zhí)政(law-based governance)、依法行政(carrying out administration in accordance with the law)、依法治國(rule of law)的水平是國家治理體系現(xiàn)代化的重要標(biāo)志。

現(xiàn)代化的國家治理能力(modern governance capability)，包括對(duì)緊急狀態(tài)(state of emergency)、自然災(zāi)害(natural disaster)等突發(fā)事件的處理能力，在國際舞臺(tái)上維護(hù)國家主權(quán)、安全、利益的能力(capability to uphold national sovereignty, security and interests)，全面建設(shè)和諧社會(huì)(building a harmonious society in a comprehensive way)、讓人民安居樂業(yè)(people live and work in peace and contentment)的能力。
